The Program / Department Summary
Mercy Corps has been operating in Somalia since 2008. With a staff of over 100 people and programs operating throughout the country, Mercy Corps’ overall country goal is building a peaceful and prosperous Somalia where all people feel secure, are economically empowered, and are meaningfully engaged. Mercy Corps’ current portfolio in Somalia focuses on humanitarian response and resilience; inclusive economic growth; enhancing trust and accountability between communities and their government; and improving youth livelihood and education opportunities. All Mercy Corps interventions in Somalia are implemented in a conflict and gender sensitive manner. The Operations/ Logistics Department provides key support to the entire country program in procurement, asset management, warehouse management, fleet management and facilities & office management for successful program implementation.
The Position (General Position Summary)
The Senior Procurement/ logistics officer (SPLO) is responsible to support and oversee assigned Mercy Corps procurement/ logistics duties. Working closely with other colleagues at the procurement/ logistics department, Administration, Finance and Programs, the Senior Procurement/ Logistics officer is instrumental in supporting activities through his/ her services. S/he will work under the direction of the Deputy Procurement/ Logistics Manager and/or Deputy Operation Manager and be responsible for procurement and delivery of goods and services in line with Mercy Corps policies and standard operating procedures.
Essential Responsibilities
§ Provide primary procurement/ logistics support to the Mogadishu office operation and procurement/ logistics teams in across all offices and/or any other assigned office/ duty station.
§ Ensure the procurement/ logistics teams in supported offices adherence to Mercy Corps FP3 /other standard operating procedures and donor policies/ guidelines through guidance, training and supervision.
§ Oversee and support the database and paper file management for procurement/logistics documents across the supported offices.
§ Liaise with and support the administration department in the administering and tracking/ maintenance of lease and vehicle rentals and contracts across the supported offices
§ Support the raising of PRs and facilitation of procurement of goods and services for the Mogadishu/ Hirshabelle offices and/or any other assigned office/ duty station. This includes all steps including collection of quotations, analysis and issuance of contracts/ ensuring delivery of goods and services.
§ Ensure timely delivery of supplies to respective projects sites in close coordination with the program staffs; prepare status reports related to supply deliveries.
§ Oversee the updating and country procurement systems including vendor databases and ensuring its full compliance with the set operation procedures including the Mercy Corps FP3 and Somalia modified procurement procedures.
§ Administer and track all leases and contracts including but not limited to vehicles, offices and guesthouses across all supported offices and as assigned.
§ Work with the other operation department teams (procurement/ logistics/ administration) and finance teams to review and update Mercy Corps procurement documentations and contracts in order to maintain proper documentation
§ Support and oversee the preparation of tender and related documentation for procurement/ logistics services for supported offices and as assigned.
§ Review PR master list and ongoing PR master list databases, including pipeline analysis and cash projection for supported offices and as assigned.
§ Participate in and attend Mogadishu/ Hirshabelle and/or other country offices regular procurement planning meetings and perform any assigned duties.
§ Interact with Mercy Corps service providers including contractors, vendors etc in coordination with the DLM and Operations manager as per assigned duties
§ Oversee and support the preparation of status reports on deliveries for procurement and logistics and office management recipient of supplies. Assist in the maintenance of thorough procurement files as outlined in the Mercy Corps procurement policy.
§ Mentor, support and supervise the procurement/ logistics officers and assistants in supported offices as assigned by the Operation Manager or Deputy Procurement/ logistics manager.
§ Assist the Operation department management with asset management. With the support of officers and assistant officers identify assets during the course of procurement and notify the asset controller on receipts of assets
§ Oversee and review asset management including transfer of assets, maintenance of an asset register, asset movement form and disposal of asset form.
§ Establish and supervise/ oversee the adherence to fleet management in the supported country offices and/or all country operation as assigned by the operation manager
§ Any other duties as assigned.
Supervisory Responsibility
The Senior Procurement and Logistics officer (SPLO)will supervise and oversee the officers and assistant offices in the assigned duty station (Mogadishu/ Hirshabelle) and/or as assigned by the operation manager/ country management.
Accountability
Reports Directly To: Deputy Procurement/ Logistics Manager (DLM) and/or Deputy Operation Manager (DOM) as assigned.
Works Directly With: The DLM/ DPM, other operation department officers/ assistant officers, the finance team, administration teams, program teams and other country operation support teams.
Accountability to Participants and Stakeholders

Skills and qualifications
Knowledge and Experience Required:
● Bachelor degree in a relevant field (business, procurement/ logistics and management) is desired
● 3-7 years of experience in operation support functions including procurement, supply chain management and other logistics operation
● Strong written and verbal English communication and interpersonal skills to engage a variety of audiences
● Experience of handling procurement and logistics/other operation support functions in complex environments with time sensitive deliverables is desired
● Clear understanding of standard procurement/ logistics procedures including understanding of ethics and donor compliances is essential.
● A demonstrated ability to multi-task and process formation into action as to not delay program activities
● Strong organizational skills, ability to interact effectively with international and national personnel is desired
● Advanced proficiency to use computers i.e use of MS office applications/ programs is desired
● Strong Somali language skills with experience of working in Somalia is required

Living Conditions / Environmental Conditions
The position is based in Mercy Corps office in Mogadishu Somalia; and will also mainly support the procurement/ logistics operation in Mogadishu/ Hirshabelle districts where the SPLO will supervise and oversee the procurement/ logistics team. However, the SPLO will be required to support any other assigned country offices as and when required and assigned by the operation department lead. This may include both remote and travel to assigned offices locations. The supervisory assignments can also be changed as and when needed based on country offices support needs/ restructuring. Mobility in Somalia is restricted and must first be cleared with the Security Advisor and/or country director. The standard Somali workweek is Sunday – Thursday.
